Petitioners St. Louis County, County Executive Gene McNary, and members of the County Council seek review of the Commission’s decision that the County is obligated to pay attorneys’ fees incurred by respondent Twenty-First Judicial Circuit of St. Louis County, the Circuit Court of St. Louis County, and respondent Judge William M.
