¶1 The Yakima Police Patrolmen’s Association (Association) filed an unfair labor practice (ULP) complaint with the Public Employment Relations Commission (PERC) against the city of Yakima (City), arguing that the termination of Yakima Police Officer Michael Rummel constituted unlawful domination of the Association as well as discrimination and interference with protected union activities. The hearing examiner rejected the domination claim but found that the City discriminated against Rummel and committed a derivative interference with collective bargaining rights.
