MEMORANDUM OPINION
PAYNE, District Judge.
At the time of his death Steven R. Stevenson (“Stevenson”) was an inmate who was serving a sentence in the City Jail for the City of Richmond, Virginia (the “Jail”) for failing to pay child support.
