Introduction

In February 1995, Plaintiff James Zissler (“Zissler”) filed suit against the Defendant the Regents of the University of Minnesota (“the University”), on behalf of the United States as a qui tam relator under the False Claims Act (“FCA”), 31 U.S.C. § 3731.
