The respondents are the owners of a certificate of public convenience and necessity, issued by the department of public works, authorizing them to carry passengers and express for compensation by motor vehicles from the city of Cle Elum to Cle Elum lake and intermediate points, in this state, using the public roads in that connection. The appellant is the operator of a for hire automobile, having his principal place of business at Roslyn, which is one of the intermediate points above mentioned.
