Plaintiff Irish Lesbian and Gay Organization (“ILGO”) brings this action against New York City, its Mayor, and its Police Commissioner (collectively, “the City”) challenging the denial of ILGO’s application for a permit to conduct a parade on March 16, 1996 prior to the annual St. Patrick’s Day Parade (the “Parade”) conducted by the New York County Board of the Ancient Order of Hibernians (the “AOH”).
