Richard A. Weller filed this chapter 13 case on April 4, 1995 together with a plan in which he proposed to make payments to the chapter 13 trustee of $200 a month for 36 months and to pay a 1% dividend to his unsecured creditors. The court is now asked to rule upon the validity and dischargeability of a $278,928.60 claim filed by the State of Wisconsin and the State’s motion to dismiss Weller’s chapter 13 case. 1 The facts applicable to these issues are not in dispute.
