Appellant, an inmate of the United States Penitentiary at Atlanta, Georgia,1 filed pro se in the District Court for the District of Columbia a petition seeking a writ of habeas corpus on the ground that he was constitutionally entitled to, but was refused, the right to conjugal visits by his wife during the period of his incarceration.
