DECISION AND ORDER

THELTON E. HENDERSON, District Judge.

This matter came before the Court on January 4, 1990, on plaintiffs’ motion for partial summary judgment against the State defendants. There being no dispute of material facts, and plaintiffs having demonstrated entitlement to relief as a matter of law, the motion is granted for the reasons set forth below.
