OPINION
BEVILACQUA, Chief Justice.
This is a petition for a writ of certiorari by the petitioner Cranston Teachers’ Association seeking review of a decision of the Board of Regents for Education (board) reversing a finding of the Commissioner of Education that the respondent Cranston School Committee was unlawfully soliciting registered nurses rather than certified nurse-teachers for employment in the Cran-ston school’s health program.
