SHEDD, Circuit Judge.
T.M., when he was just two months shy of his eighteenth birthday, allegedly conspired with four adults in robbing and shooting a pizza deliveryman in Charleston, West Virginia. The United States (the “government”) prosecuted the four adults in federal court.
