The appellant Standard Oil Company of California, hereafter referred to as “the company,” is the owner of lots 1 to 9 in block 371 of Seattle Tide Lands, as platted. This tract is bounded on the north by Railroad avenue and on the west by East Waterway. It is used, and has been extensively improved by the company, for the purpose of storing, handling and disposing of petroleum products which are brought to its plant from California in ocean-going steamers.
