From an examination of the record in the instant proceedings, it appears that on June 9, 1980, the plaintiff herein filed a petition with the United States Department of Commerce seeking the imposition of anti-dumping duties on menthol imported from the People’s Republic of China, alleging that such merchandise is being or is likely to be sold in the United States at less than fair value.
