TAFT, Justice.

On appellant’s motion for rehearing, we withdraw our opinion of February 8, 1996, and issue this opinion in its stead, overruling appellant’s motion for rehearing.

Appellant, Lemuel E. Hawsey III, sued appellees, the Louisiana Department of Social Services and its director of support enforcement, Gordon Hood (collectively, the Department), for false light invasion of privacy, libel per se, and false imprisonment after Hawsey. was arrested in Texas for unpaid child support.
