Martine Scott appeals a decision of the Circuit Court for Prince George’s County which terminated all her legal rights as the parent of John and Lilly Scott, twins born to Ms. Scott on November 25, 1980. On June 4, 1987, the circuit court, pursuant to Md.Fam.Law Code Ann. § 5-313 (1984), granted the Prince George’s County Department of Social Services’ (Department) petition to terminate Ms. Scott’s rights, finding that the Department proved by clear and convincing evidence that it was in the twins’ best interest that all legal and physical ties to their natural mother…
