MEMORANDUM OPINION

Plaintiff District of Columbia (the “District”) brings this action against Defendants Fatmata Barrie and the Law Office of Christopher N. Anwah, PLLC, (collectively, “Defendants”), seeking attorneys’ fees under the fee-shifting provisions of the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1415(i)(3)(B)(i)(II)-(III).
