This suit is against an abutting property owner to recover his proportionate share of the cost of paving certain streets in the city of Shreveport. From *956an adverse judgment in the court below the defendant has appealed.

The answer does not allege fraud or unfairness. It charges that the contract for the paving was let in violation of section 2448, R.
