This is a judicial review of a contested case decided by the state agency that was known as the Board on Police Standards and Training (“BPST”). BPST denied petitioner’s application for a basic police certificate on the ground that he previously had been convicted of several crimes in Idaho. The Court of Appeals, with one judge dissenting, affirmed the order of BPST. Delehant v. Board on Police Standards, 115 Or App 598, 839 P2d 737 (1992). We allowed review and now affirm.
