Plaintiff taxpayers bring this class bill against the secretary of forests and waters and the secretary of high ways of the Commonwealth, and The Delaware Division Canal Company, to prevent the waste and abandonment of a portion of the Pennsylvania Canal, known as the Delaware Division, and the conveyance thereof by the defendant state officers to the defendant company.
