The Engineers Licensing Act of May 25, 1921, P. L. 1131,- was declared unconstitutional by the Court of Quarter Sessions of Monroe County in Com. v. Stevenson, 4 Pa. D. & C. 321, and by the Court of Common Pleas of Lackawanna County in Stevenson v. State Board, 28 Lackawanna Jurist 1. These decisions were unappealed from, and confusion as to the state of the law resulted; following the procedure approved by this court in Com. v.
