These interlocutory appeals1 arise from the denial of appellant-plaintiffs’ request for a declaratory judgment and a permanent injunction against enforcement of District of Columbia ' Regulation No. 74-20 (hereinafter Regulation), which established rent control and a Housing Rent Commission (hereinafter Commission) for the District of Columbia on August 1, 1974.
