KERN, Associate Judge:

This dispute arises out of a decision of the Mayor’s Agent under D.C.Law 2-144 (The Historic Landmark and Historic District Protection Act of 1978, codified at D.C.Code 1981, §§ 5-1001 et seq.), not to grant a hearing to petitioner, the Dupont Circle Citizens Association (hereinafter “CA”), prior to either preliminary or final approval of an application by intervenor, the International Association of Machinists and Aerospace Workers (hereinafter “IAM”), for a con struction permit to build on vacant land in a historic area of the city. 1
