OPINION
BASKIR, Judge.
This case is before us on remand from the U.S. Court of Appeals for the Federal Circuit. On September 20, 2005, we granted summary judgment in favor of the Defendant after concluding that the parties had not entered into a binding settlement agreement to resolve the Plaintiffs bid protest. Our ruling was based on perceived ambiguities in the Government’s alleged offer. The Plaintiff, Industrial Door Contractors, Inc. (“IDC”), successfully appealed the decision to the Court of Appeals.
