The City of New York (the “City”) here sues certain online cigarette sellers, those sellers’ cigarette suppliers, and several dozen of those sellers’ buyers (and downstream sellers), for violations of the Contraband Cigarette Trafficking Act, 18 U.S.C. §§ 2341, et seq., (the “CCTA”) and of the Racketeer Influenced and Corrupt *263Organizations Act, 18 U.S.C. §§ 1961, et seq., (“RICO”).
