On February 12, 2001, the appellant, then pro se, sought review of a June 9, 2000, Board of Veterans’ Appeals (BVA or Board) decision that dismissed as untimely an attempted appeal of a Department of Veterans Affairs (VA) regional office (RO) decision that had denied an original effective date earlier than February 12, 1993, for a 20% rating for his service-connected postoperative residuals of a hemorrhoidectomy.
