I concur with the majority’s conclusion that the ad hoc investigation of the license registration of a vehicle *362driven by defendant did not violate Article I, section 9, of the Oregon Constitution. I also agree that the investigation did not deny defendant an official privilege or immunity made available to other citizens of this state as proscribed by Article I, section 20. That provision provides that “[n]o law shall be passed granting to any citizen or class of citizens privileges, or immunities, which, upon the same terms, shall not equally belong to all citizens.” (Emphasis added.)
