Plaintiff Clifford Cummings, Jr. appeals from the district court’s grant of summary judgment to Defendants City of Akron, Rodney Sherman, and Howard Vaughn, Jr., in this civil rights action brought pursuant to 42 U.S.C. § 1983, alleging violations of Cummings’ Fourth Amendment rights to be free from unreasonable seizure and excessive force.
