PETERS, J.

General Statutes § 1-19 (b) (2),1 which is part of the Freedom of Information Act,2 exempts from public disclosure “personnel or medical files and similar *81files the disclosure of which would constitute an invasion of personal privacy . . . .” The issue presented in these consolidated appeals is the extent to which this exemption provides protection from public disclosure for police internal affairs investigation reports that exonerate police officers from citizen complaints of misconduct.
