This is an administrative appeal from a decision of the defendant Freedom of Information Commission (FOIC) ordering the plaintiff chairman of the criminal justice commission (chairman) to disclose the merit and performance evaluation prepared for the plaintiff Waterbury’s state’s attorney John A. Connelly, by the chief state’s attorney pursuant to General Statutes § 51-280.
