OPINION

GILMAN, Circuit Judge.

This action, filed by Francis Spadafore and his wife, Carol Spadafore, stems from an incident just outside their home in Detroit where gunshots were fired at Francis Spadafore by two Detroit police officers. The Spadafores sued a total of nine offi cers in their individual capacities for violations of both state and federal law, alleging in part that the officers had acted in concert to cover up their wrongful acts.
