The District Court1 granted habeas corpus relief to William Lloyd Hill, who is under a sentence of 35 years for murder and theft. A.L. Lockhart, Director of the Arkansas Department of Correction, appeals. He argues (1) that the Court should have dismissed Hill’s successive habeas petition pursuant to Rule 9(b) of the Rules Governing Section 2254 Cases and Sanders v. United States, 373 U.S. 1, 83 S.Ct. 1068, 10 L.Ed.2d 148 (1963), and (2) that the Court erred in ruling that Hill’s guilty plea was involuntary, and therefore invalid, as a result of constitutionally…
