Musgrave, Judge:

This case turns on whether photo albums imported from Taiwan and the People’s Republic of China (“PRC”) were actually the produce of Korea. Plaintiff M.B.I. Merchandise Industries (“MBI”) protested the seizure of eleven shipments of photo albums. The Customs Service denied the protest on the grounds that the seized albums were actually produced in Korea and transhipped through Taiwan, in an attempt to avoid antidumping duties.
