Plaintiff-appellant Paul Giragosian appeals from a district court order dismissing his Bivens action against Wayne Bettencourt, a regulatory inspection officer employed by the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (“ATF”). 1 In that action, Giragosian argued that Bettencourt’s warrantless inspection of Giragosian’s gun shop at the request of the local police department violated the Fourth Amendment.
