The plaintiff, Augustine Velez (“Velez”), instituted this action pursuant to 42 U.S.C. § 1983 against Peter A. Lisi (“Lisi”), the Principal/Superintendent of the Pocantico Hills Central School District (“the School District”), Gloria J.
