By an Act of March 29, 1926 (which is chapter 195, page 895, of the Session Acts of that year and is now .section 4356t-l of our present Kentucky Statutes [Supp. 1928]), the Legislature created our present State Highway Commission (hereinafter referred to as “Commission”), consisting of four members.
