The issue in this case is whether the Milwaukee Metropolitan Sewerage District (MMSD) is entitled to certain public records in the custody of Louise Rzentkowski, the city clerk for the City of Mequon (Mequon), pursuant to Wisconsin’s Public Records Law, sec. 19.31 et seq., Stats.
