These consolidated appeals require us to decide where venue lies for the prosecution of a sex offender who moved across state lines, but failed to update his registration, 18 U.S.C. § 2250(a), and whether the offender’s sentence for violating the terms of his supervised release is substan*987tively reasonable. After registering as a sex offender in the Northern District of Georgia, Mathias Kopp moved to Daytona Beach, Florida, where he failed to update his registration.
