MARCUS, Circuit Judge:

More than three decades ago, a Florida court sentenced habeas petitioner Pope to die for the brutal murder of Kristine Walters. Pope now claims that he is entitled to resentencing because his trial counsel provided ineffective assistance during the penalty phase. See Strickland v. Washington, 466 U.S. 668, 104 S.Ct. 2052, 80 L.Ed.2d 674 (1984). First, he argues that counsel did not investigate or present at the sentencing phase of trial mitigation evidence bearing on Pope’s childhood, military service, dependence on drugs, or mental illness.
