This case is before us on certification from the District Court of questions concerning the con stitutionality of an act of the General Assembly, pursuant to G. L. 1956 (1969 Reenactment) §12-22-10.

The record discloses that defendant was taken into custody on September 20, 1969, by a member of the Warwick Police Department and charged with a violation of G. L. 1956 (1968 Reenactment) §31-27-2.
