SUHRHEINRICH, Circuit Judge.

Petitioner Jamie Rivera appeals the dismissal of his petition under 28 U.S.C. § 2241 for a writ of habeas corpus. We AFFIRM for the following reasons.

I. BACKGROUND

On November 22, 1991, Rivera was convicted in the federal district court for the Eastern District of Pennsylvania of conspiracy to distribute cocaine in violation of 21 U.S.C. § 846 (Count 1), distribution of cocaine in violation of 21 U.S.C. § 841(a)(1) (Count 4), distribution of cocaine within one thousand feet of a protected location in violation of 21 U.S.C. § 860 (Counts 5 and 8), and possession with…
