MEMORANDUM OPINION

TURK, Chief Judge.

This case comes before the court on plaintiff’s Motion for Preliminary Injunction and defendants’ Motion for Summary Judgment. At issue is the University of Virginia’s amended Lawn Use Policy. Plaintiffs contend that defendants’ enforce ment of these regulations violates their first amendment rights. For the reasons set forth below, the court has determined that the amended regulations are constitutional and that defendants’ motion is granted.
