On April 2, 2008, Plaintiffs Rock for Life-UMBC (“Rock for Life”), Olivia Rick-er, and Miguel Mendez (collectively “Plaintiffs”) filed suit under 42 U.S.C. § 1983 against several University of Maryland, Baltimore County (“UMBC”) officials (collectively “Defendants”) alleging violations of their First and Fourteenth Amendment rights. (Verified Compl., Dkt. No. 1; Am. Compl. ¶ 100.) Plaintiffs challenged the validity of several UMBC policies.
