In this suit brought by the United States against the architectural firm Skidmore, Owings & Merrill (“Skidmore”) on claims based on indemnification, breach of contract and breach of warranty arising out of a contract for the design and construction of the Joseph H. Hirshhorn Museum and Sculpture Garden in Washington, D.
