This case involves actions taken by the Department of Insurance for the State of Missouri against the licenses of Demitri-us Glass and his company, Versatile Management Group, for their violations of the *229insurance laws of this state. After a prior decision by this Court, transfer of the cause to the Missouri Supreme Court, and retransfer back to this Court, the matter comes to this writer upon reassignment.
