This is an original application in this court for a peremptory writ of mandamus requiring the state auditor to accept bonds issued by the city of Walla Walla, and to deliver to the city a warrant in payment therefor. The state auditor demurs, upon the ground that the petition does not state facts sufficient to constitute a cause of action. The record, as it is now before us, discloses the following facts:
