OPINION
COMPTON, Justice.
I. INTRODUCTION
This appeal arises from an action brought against the State by a mother for a five-year delay in the identification of her daughter’s remains. The superior court granted summary judgment to the State. We affirm.
II. FACTS AND PROCEEDINGS
Jean “Dee” Hawks (Hawks) is the mother of Delynn R. Frey (Frey). Sometime during July 1983 Hawks reported to the Anchorage Police Department (APD) that Frey was missing.
