The defendant tax assessor for the town of Old Saybrook (assessor) assessed two parcels of the plaintiffs property located in Old Saybrook.1 The plaintiff challenged the tax assessments in two separate actions before the defendant board of tax review for the town of Old Saybrook (board), which decreased the assessor’s valuation of one parcel and upheld the valuation of the second parcel.
