MEMORANDUM OPINION
BERYL A. HOWELL, Chief Judge. The plaintiff, James Walker, who is proceeding pro se, brings this action against Gina McCarthy, in her official capacity as the Administrator of the U.S. Environmental Protection Agency (“EPA” or “the agency”), where the plaintiff is employed as a Senior Scientist.
