Plaintiff's appeal presents a question of first impression requiring statutory construction of the automotive repair act, RCW 46.71.010 et seq. The trial court found that the plaintiff had not substantially complied with the dictates of the statute and that the course of conduct of defendants, who were unmindful of the act's existence, was not sufficient to constitute a waiver of rights granted to consumers by clear legislative expression. In recognition of the proper roles and powers of the judicial and the legislative branches of the government, we affirm.
