This appeal results from a declaratory judgment rendered in favor of Indiana Bell Telephone Company, Incorporated (Bell). The judgment allows compensation to Bell from the City of Columbus Redevelopment Commission (Commission) for the relocation of certain telephone cables and equipment necessitated by an urban renewal project being carried out by the Commission. The pertinent part of the judgment reads:
